The reason this doesn’t work is that sedimentary rocks often have a binding matrix of calcium carbonate, iron oxide, or some other chemical agent besides the pure pressure.

Try adding calcium carbonate and silica to the mix and see if that creates a stronger material.
I wonder if you mill the cylinder that holds the material in three parts that have a hinge type connection that holds together with the bolts, would work. No more stuck tool, remove bolts and you're good to go.
Pressure cast sand bricks are normal as commons in Oz. Cheap.
